Cesar Chavez Dog Park Bad Pet Owner

Tall, black hair, buggy eyes (owner) with small black dog. Owner is aggressive, prone to outbursts, and completely over reactive to how his dog is unable to play well with others. This guy has problems and it is suggested you keep your distance. Guys like this ruin the off leash dog park experience for others. They have been spotted walking at Cesar Chavez in Berkeley, approximately 9am on weekdays.
