Flying from Chicago to Phillipines

HI. I am so glad I found this website. So this is not official yet, but I might be getting transfered on business to the Phillipines to live there for one year. I have a Porkie dog (pom mixed with yorkie) He is 9 pounds and 1 years old and has never flew before. How does this ALL work? I want him to fly with me versus putting him in cargo. He is so small, I am concerned about how long this flight is and I do not want us separated, I want to pay whatever I have to pay to fly with me in my seat or under my seat. Will that even be possible? This is a 16 hour flight and this doggy is my life! What is the process and where do I start?
