Truly Pet Friendly
I do not consider hotels or any lodging that charges you a non- refundable extra charge for your pet, pet friendly. They might just as well say that they do not accept pets.

Fees
I agree. If the fee for my dog costs more than a one night stay in the room, I don't consider it very 'friendly'.
My dogs don't tear up the furniture and are not left alone in the room, so I'm not paying an extra $100 to let them overnight in a room with me. There are those nice hotels though - ones who have dog treats, or make sure that your room is at the end of the hall so you can take fido outside without having to wander the whole hotel. Or they have trash cans near the dog area so you dump the doggy mess before you walk back inside.
Wish there were more of them around!
