Service Dog Question/

Service dog/ ADA / Anyone know if there's an equivalent to ADA/ service animals in Europe, most specifically the Czech Republic? To be more specific looking for the "rules and regs" for allowing a service dogs to accompany his person to a sporting event in Prague? Sign says "no dogs" but do they mean service dogs?
