Paso Robles Inn - Restaurant wont allow guests to have their dog on the patio

This week we stayed at the Paso Robles Inn in a dog friendly room and found that although the hotel has a large outside patio next to the restaurant that we were told that we could not eat there with our dog as there is a byelaw that prevents them from allowing us to do so.

Is there such a byelaw?

The hotel stipulates you cannot leave your dog unattended in your dog friendly room, which is fine - but then says you cannot dine with your dog on the patio.
