All these parks, and nothing for our best friend?

How, where, and whom do I begin in setting up a new dog park? Cadillac is full of multi-themed green areas, but not one for our best buddies!
Do I need a support system that involves local government offices? What offices would that be? Is a petition necessary, and so on. Park ideas as to what to provide would begreat too!!
Any suggestions would be helpful!
