Do I have to use a company to ship my pets to New Zealand

Moving back to New Zealand and want to take my 3 dogs but its so expensive. Are new Zealand says I have to use a pet relocation company. My question is could I do most of the shots, book flight etc myself and then give the dogs to the pet re locator to sign off on for final vet check and load onto Aircraft.
Going to cost $6700 for 3 dogs and another $2700 for quarantine.
