park ave Not very Dog friendly

kept hearing bout Park Ave in winter park Fl. was Sooo dog friendly...water bowls out side of most of the shops and all the dogs/owners walkin up & down the street...etc...I drove up from Vero for a coupla nights and saw two other dogs... no water bowls and even signs in the park stating "NO PETS""...dog friendly??... NOT!!
