Largest dogs allowed in airline cabin

I would like my 25 pound dog to fly from Miami to Europe in the cabin with me. Are there any airlines that allow 25 pound dogs (not including carrier)? If not, does anyone know of a somewhat reasonable charter or semi-private air service that might be able to accommodate us?
