We couldn't stay. They did allow pets, but only in the smoking rooms. It was the most disgusting hotel I've ever seen, and I've spent time in the third world! We ended up staying at the Annapolis Double Tree, which does allow pets, but doesn't seem to advertise. They didn't even charge a deposit. We think your idea is pretty clever, but you need to stipulate if guests have to stay in a smoking room.
