West Virginia Penitentiary West Virginia Penitentiary is pet-friendly. This gothic-style prison located in Moundsville operated as a prison from 1876 to 1995. Nowadays, there are no inmates but you can still take a tour of the buildings and grounds with your leashed pooch. The buildings are rumored to be haunted by previous inhabitants.
