Are dogs allowed on beaches in Satellite Beach, Florida

We have visited Satellite Beach in the past and would love to return, but with our 2 dogs. Are they allowed to be on Satellite Florida beaches? We prefer to not be in very crowded areas and keep our dogs on leashes, but i've been reading that Brevard County does not allow dogs on beaches? Is this the case? Is there anywhere near Satellite Beach that allows dogs on beaches?

I have a very small maltese, under 10# and would like to let him run free on the beach for esercise seeing as I can't run like he can. would it be ok?
