Can Dogs Fly In-Cabin into the U.S.

I was just told by America Airlines that my dog who we brought to Guatemala from the US cannot return to the US in the cabin. She said once we were in the US our dog could go in the cabin on the 2nd part of the flight. She said that is was not an airline policy, but a U.S. and Guatemala Customs' policy.

Is this true?
