Air Travel To Vallarta

I have my cert of health, proof of all shots. Will Customs at the airport in Vallarta need any other paper work to allow my dog into Mexico?

The USDA here in the States is saying that I need their form in additon to any paper work from my vet. The USDA also wants to charge me $45.00 to stamp the paper work. Does this sound right?

you need an International Health Certificate and up to date vaccinations....we drive our dog here but it is the same
