Do dogs take walks alone?

Do dogs in Paris often run around in the streets by themselves? Or loose with the owner behind them?
I ask because I have a very small dog who doesn´t like if other dogs come running directly towards him. Dogs in leashes, strings is not a problem.
Also I would like to ask if the parks that allow dogs, does allow them to run free, or must the owners keep them in leashes?
