I am moving my dog from Costa Rica to South Africa

I am leaving Costa Rica in July/August to South Africa with my German Shepard. I have contacted a per travel agency and they have quoted me about $3000 to $4000 for door to door delivery. I find this excessive!! Has anyone done this by themselves ~ import permits, health certificates, customs clearance, quarantine etc? HELP???
