Import Regulations

Is Seoul very strict about their pet import regulations? If my dog received her rabies vaccination within 3 weeks of arrival, as oppose to 30 days prior to arrival, will they not allow her in the country? What if I am simply doing a layover in Seoul? Do dogs still need to meet entry requirements on layover flights? Thanks!!
