Pennsylvania Dog Friendly Hotel rules

We stopped at a Sleep Inn in Allentown, PA and was told that all doggy rooms have to be away from the 1st floor because of the kitchen/good and that it was a state law! They put us on the 3rd floor! We've stayed at other hotels in Bethlehem and had the first floor! Does anyone know if that is a mandated state law?
