Rabies vaccine

Can your vet insist on vaccinating a toy breed puppy under six months old with a rabies vaccine before signing a health certificate for travel within the US? I would never give a rabies vaccine before six months of age to a three pound Pomeranian puppy!!! My vet refused to sign the certificate for me.
