Dogs must be attended at all times? Seriously?

My husband and I will be retiring next year and hope to be doing some traveling with our two small, senior dachshunds, primarily at campgrounds in an RV.

Looking around at campground policies, I note that they mostly say "pets must be attended at all times". REALLY? Of course if we didn't want them with us most of the time, we wouldn't bring them, but what about going out to dinner? Or doing a short tour which doesn't allow dogs? We are traveling and want to see the sites, after all.

Are other campground travelers finding this to be a typical requirement? We may just have to stay home.

RV Parks Pet Rules

Meaning if they're outside the RV or off leash.
