Colored Tennis Balls??

Just wondering what is going on with the colored tennis balls. Hopefully it's just food coloring, some of the tennis balls are blue and quite annoying. The color has come off on my dogs tongue and my hands and clothes. Whoever is doing this can you please stop.

Also had heard that the water at Cass Park has lead, if so, does it affect the dog park?
