Can I take my dog in the aircraft cabin US to UK?

I am getting conflicting information about whether it is now possible to take a non-assistance dog in the airline cabin (rather than in the hold) when travelling from the US into the UK. Does anyone have recent experience of this?

I know there are size and weight restrictions, microchip, vaccination and certification requirements. And that not all airlines do it.
