too difficult Budapest with a dog

Good evening,we chose Budapest as a destination for December: we have a medium-sized dog that has always come with us everywhere, summer and winter. But on Internet there are several opinions about the fact that Budapest is a city absolutely not dog-fiendly,, where in fact is not possible find any shop, restaurant or bar where you can come with dogs. I am sorry, just because we were in Vienna, Salzburg, Monaco and Prague and we never had trouble at all, so we're thinking of changing destination, not being able to leave our dog at home.
Is it really a so bad situation?
