Dogs must be on a leash

This photo was taken at Longport Dog Beach in Egg Harbor Township, NJ. We've been going to this dog beach regularly for years in June 2017 they posted a large new sign that states "All Dogs Must Be On a Leash from May 1 to August 31." It's really disappointing because May to August are some of the best times to be on the beach.

I did a little more research and it seems like it in the New Jersey Administrative Code 7:25-2:20 Dog Training which imposes this restriction.
