Entry Requirements

Complete the following entry requirements to travel to Finland with your pet:
  • Pets must be fitted with an ISO-compliant microchip for identification.
  • Four-legged visitors also require a valid rabies vaccination, administered after the minimum age of 12 weeks. A rabies antibody test is required for dogs, cats and ferrets arriving from Russia and Belarus.
  • Dogs require deworming treatment against the Echinococcus-tapeworm, administered at least 1 day and at most 5 days before entry into Finland (or no more than two days before entry if imported from outside the EU). This does not apply to dogs traveling directly from Malta, Ireland or Norway.
  • An official veterinarian must issue the pet an EU-model health certificate in English, Finnish, or Swedish.
  • A certified copy of the original identification and vaccination details, e.g. pet passport of third country or vaccination certificate of third country.
  • You must sign a declaration of non-commercial movement.
  • The maximum number of companion animals (dogs, cats and/or ferrets) that may accompany the owner or authorized person must not exceed five unless the pets are traveling for the purpose of participating in competitions or sporting events, the owner provides written evidence of registration for the event, and the pets are over 6 months old.
  • If you are traveling by plane, the only port of entry allowed is the Helsinki-Vantaa airport. Notify the border veterinarian and confirm a border inspection time well in advance, preferably when booking your air transport. Try to book a transport that arrives on a weekday before 3 PM so that the inspection can be conducted during office hours.
  • The animal must be customs cleared after the border inspection. Cash customers are handled on weekdays during office hours at the Customs Cargo Customer Service Point located at Rahtitie 1 A. Outside of office hours, customs clearance is handled at the passenger terminal service point (open 24/7), so it is advisable to notify your arrival in advance.

Quarantine Information

Pets being transported into Finland do not need to be quarantined if they meet all the necessary requirements listed above.
