Nice but Owners not

I love the park because it has a separate big and little dog area. We went one afternoon and a lady had her tiny dog in the big park area and I asked if she could please take it to the small park and she refused. I felt horrible for my dog that I could not let her play (she does better with big dog her size like most dogs) because a lady would not follow the rules.
