extra large dog to relocate from Canada to Europe

I need to relocate my dog (130 lbs, 39" height) to Romania (Europe) from Montreal and in a giant cage doesn't fit according to the IATA regulation (the size of the cage 35"). Does anyone had a similar experience? Can a dog at this size will be accepted as a baggage or has to be send by Cargo? Thank you very much
