Why no dog parks in NJ

Why is it everywhere my master and Mistress travel with us dogs, there is always a fenced dog park or dog friendly beach available YEAR ROUND? But not in Jersey? Found great accommodations that have a fenced yard but would love to go for a swim. Disappointed in Cape May...
