Moving to Puerto Rico seeking travel options for my dog

I booked my flight on Southwest and realized later their pet policy only allows in-cabin, and at 25lbs he's too big for that. Seems the cheapest price I could find to ship him was 290. Does anyone know of another more affordable option? Or even have suggestions about good airlines and shippers or warnings about bad ones?
