Why no dog beaches in Cape May?

At the end of the promenade there is a nice lagoon. It would make a great dog beach. The stoney beach at Sunset Beach is not paw friendly.How about it Cape May?

Cape May Dog Beach

I take my dog to the Lower Township along the Delaware Bay. We pretty much have the beach to ourselves. I really like it there. Cape May website has a dog friendly section and basically to get there you follow Ferry Terminal.
