need for EU Pet Passport if in transit from UK to USA via Germany

I will be flying with my cat in cabin from UK to USA via Frankfurt as no airline allows cat in cabin except Lufthansa and their direct flight is operated by United. By question is; as we will only be in Germany for 70mins to change planes will my cat need a rabies vac. as this is not need to enter USA only to travel within Europe, this will be a one way trip for both of us.
