Bringing small puppy, newly vaccinated to Canada with a airport stopover in US

My wife and I live in Colombia and we are moving back to Canada. We are bringing with us our 4 month of yorkie. We have read the rules for arriving to Canada but we are wondering if we have a stopover in the US on the way back, if that would be considered importing a dog into the US as we have to pass through customs.

She will be getting her rabies shot mid July, but on the website it says that there needs to be a full 30 days before importing a pet into the states and our flight is only 15 days after when she'll be getting her shot. Canada doesn't have this restriction. Anyways, I wonder if this rule applies as we will only be stopping over for a few hours at an airport in the US.
