Would we call that dog-friendly?

Went here because it was listed as dog-friendly, and thought we were good when we saw the outdoor patio, but alas, they do not allow dogs in any seating area. If you want to bring your dog, they'll let you leave them tied up on the outside of patio fence, in basically full sun and along a well-trafficked sidewalk, which is not really doable for us. Looked like a cool place otherwise.
