More Bad then Good

I was taking my newly adopted 1yr old GSD to let her run, and work on some off leash training. I did a few early mornings, and found a good group of people and friendly dogs. After work and weekends it’s a whole other place. People want to drop their dogs and not watch them and play or talk on their phones. Three visits in a row, after work my dog was ganged up on if you will by aggressive dogs. Each time they were biting the underside of her neck and not letting go. “They are just playing. He plays a little rough.” All three times I ended up standing over my dog and fending off the aggressive dog. Your dog is aggressive can you leash it please? “I don’t have to leash my dog up here.” I think I am done going there after work.
