Sad dogs without supervision

I brought my puppy here a few times for the doggy daycare. Each time I dropped or picked her up, I would drive to the back to see the dogs. Every time I was there there was nobody supervising the dogs and the dogs looked pretty sad just standing in their kennels and waiting for their owners. I decided not to use them again even though I prepaid for a voucher.
