This is one of the biggest dogs parks i've ever been to, and thats the only good thing.
There are NEVER any other dogs there. It's tucked into the back of a shady neighborhood. The parking lot is literally a football field away from the park, which make it hard to make sure the sketchy cars and people in the parking lot aren't bothering your car. The small dog area is a very poorly maintained tennis court. The spots there are benches get very very muddy, and are pretty far into the park.

I called the people who operate the park, and have been assured the Dog Park is very safe,but there is a $20 yearly fee for non-residents, and a $10 yearly fee for Phillipsburg residents. The fee is payable at the town hall.

A secluded area behind South Main Street. When I went there with my dog, (Around 1 pm in the afternoon) there were no other dogs at the park. I saw a drug deal go down, then a creepy guy in a van pulls up next to my vehicle, takes out a notepad, and starts writing down (what I assume to be) details about my vehicle. Considering Phillipsburg isn't a nice area, and I was the only person there (female, with a small dog) I left, quickly. When I got into my car and started it, the guy opened his van door, threw the notepad in the back seat, proceeded to go around the front of his car to get in the driver's seat. By the time he reached the driver's seat I was gone. (I went 60 in a 25 to get away) Aside from that incident (before he pulled up I had a chance to inspect the area), there were holes all at the bottom of the small dog park fence perimeter, Not to mention the small dog park is an old Tennis court, not well maintained. There is no water for your dog, no sitting area for humans.
I wouldn't ever go there again, and I do not recommend that you go either.
