Dogs must be on a leash from May 15th through September 30th. Additionally, all dogs must be on a leash from April 1 through September 30 of each year in the area designated as Coastal Barrier Resources System (CBRS) Unit L07 by the United States Fish and Wildlife Service and as clearly marked by the town.     Onslow County Beach Access #2 Onslow County Beach Access #2 is a pet-friendly access point to North Topsail Beach's stretch of sand. Dogs may not run free within Onslow Beach Recreation Area and must be kept on a leash no longer than 10 feet. Dogs are only allowed beach access at the Pet Beach located south of the Sand Dollar Shores Pavilion. Dog owners are reminded to clean up any mess that is left behind.
