Hiking with your dog off leash in and around Santa Fe

If your dogs are off leash on one of the hiking trails such as the Santa Fe Rail Trail, do other dog walkers, perhaps with their dogs on a lesh, object? Is it legal to have them off leash anywhere other than the dog parks?
