WITH UNFENCED YARDS, HOW TO LET DOGS OUT TO DO BUSINESS

We are considering buying a house in Squaw Valley as a vacation home. Yard fencing is strictly prohibited. What do dog owners do when their dogs need to do their business? We have two golden retrievers - and want to feel that our dogs our safe. At the same time, we don't want to be burdened with watching them every minute. I am opposed to electric fencing.

Does anyone have any idea what dog owners do in these circumstances?
