Used to like this spot but not anymore

This photo was taken at Jacobs Island Bark Park in Missoula, MT. I used to take my dogs to this park all the time. It’s a huge area of land and the river runs right along the perimeter. The dogs love getting in the water when it’s hot. But several times my dogs have been jumped, bullied, and continuously chased by other dogs. It seems people don’t follow the rules and being their untrained, unaltered, and very young puppies here despite common knowledge. Years ago my dog was shot at this park and ended up with a piece of his ear missing. It was frantic for me but more so my dog at the time. They never found out what happened or who it was. People also bring their very young kids and babies and then yell at you if your dog approaches them. I think they should enforce the rules better and have some sort of monitoring system. Too large of an area to keep track of everyone and wether they are watching their dogs and kids.
