Dogs ARE allowed and can swim
This is off of the Jordanelle state park FAQs, “ Can I bring my dog? Yes (in certain areas). Dogs are NOT allowed inside public buildings or in some of the cabins at Hailstone. We have 3 of our cabins that are pet friendly with a pet fee. Dogs must be cleaned up after and leashed at all times. Dogs are allowed to swim in the reservoir, off-leash. Dogs are a privilege, not a right. For more information about Service Dogs, please contact a member of our staff.”

No dogs allowed in water or beaches
We found Heber City to not be very dog friendly in general. No dogs in water, beach, boats. No fun going to a lake where your dog cant join you for a swim.
