Montaña de Oro State Park

Dogs are allowed at Montaña de Oro State Park, where stunning cliffs, beaches, coastal plains, streams, canyons, and hills dominate the landscape. Fido can join you at the pet-friendly picnic areas, campsites and park roads, but is not permitted to wander on the beaches or trails. The one beach that does allow dogs is Spooner’s Cove beach, where Islay Creek empties into the Pacific Ocean. Montaña de Oro is open every day of the week from 6am to 10pm. Visit Website

I don't think you can let Your dog off the leash is Spooner's Cove.

    Spooner’s Cove

Head a few miles into the park to Spooner’s Cove (just type that into maps and it takes you right there). Our puppy ran around off leash and had a great time with other dogs. Only downside is the beach is VERY rocky. Wear tennis shoes!
