It's a fairly small but beautiful cove and they do require dogs to be on a leash at all times. Just because you let your dog off-leash and don't get caught doesn't make it an off-leash beach. You can receive a ticket and it is patrolled. The only off-leash dog beach in the area is a one-mile stretch north of the Morro Bay rock.

Head a few miles into the park to Spooner’s Cove (just type that into maps and it takes you right there). Our puppy ran around off leash and had a great time with other dogs. Only downside is the beach is VERY rocky. Wear tennis shoes!
