Montaña de Oro State ParkIt's a fairly small but beautiful cove and they do require dogs to be on a leash at all times. Just because you let your dog off-leash and don't get caught doesn't make it an off-leash beach. You can receive a ticket and it is patrolled. The only off-leash dog beach in the area is a one-mile stretch north of the Morro Bay rock.
Leash Law Applies on Cayucos Beach

Cayucos Beach is not a "dog beach". It is dog-friendly, but leashes are required. You will find many off-leash dogs running around, but it is not lawful to do so. Please be respectful and keep your dog on a leash. If there's no one else around maybe you can let 'em go for a bit (but you risk a citation) and when you see others walking towards you put them back on the leash because it's the law and the right thing to do (respecting others).
For nearby legal off-leash areas: There is a park in Cayucos by the cemetery that is an off-leash dog park and for the beach just south of Cayucos is Morro Bay dog beach where there is "a portion" of the beach by Toro Creek that is designated as an off-leash dog beach.
