Growling dog without leash at on-leash area

There really must be more security and sanctions for irresponsible dog owners. A dog without leash at the on-leash area ran towards us growling, and made my 5-year-old cry. It almost attacked us. The owner was entirely indifferent, slowly walking towards us, even when I firmly told her to keep the dog. Since the owner did not care, I suspect racism (we are not white). Do not let your dogs off the leash in on-leash areas! Next time something like this happens I will call the police.

    Awesome dog park

This is a great park, people have been good at cleaning up their dogs messes, there are bags provided. The off leash area technically doesn't start until you reach the dirt trail, but no one listens, and no one seems to get in trouble. There's a beautiful hiking trail next to a creek that goes up at least 5 miles. The creek empties out down into the park so there's a pond for your pooch to play in. Plenty of other friendly dogs, we've never really had an issue with bad owners here.
