Snelli Park Snelli Park is pet-friendly. The largest park in the Bastion, the Toompark surrounds Snell Pond. The pond, the only surviving moat ever to surround the city, was named after the Swedish urban gardener Johan Snell, whose garden and house were located on the shore of a pond in the 19th century.
