Locked Gates/Not visitor friendly

This photo was taken at Batesville Dog Park in Batesville, IN. I have family in Batesville I used to take my dog here before they put locks on the gates. It’s a shame that this community did this. Even if I had paid for a key it wouldn’t be worth the money. The purpose of a dog park is to socialize your dog with other dogs and to release their energy. No point in coming to it if there are no dog to socialize with.
