Weird placement

This photo was taken at Dog Park at Optimist Park in Laramie, WY. Located 100 yards from lot, rather than immediately adjacent to lot like most dog parks. Note that grass in the dog park is lush and watered, but the grass outside is dead. A little planning and groundwater mitigation in this area would resulted in a more practical use of land, and a park that doesn't have to be seasonally closed in the spring.
