The outdoor tables (unheated) are first come, first serve, but we've had quite a bit of luck sitting outside with our dog here and they do bring out water bowls. Do note it's pretty packed sidewalk seating so if you're dog is quite large or easily stimulated it might be tough to enjoy a full meal.
