Sandy Hook/Gateway National Park Sandy Hook/Gateway National Park is pet-friendly between certain dates. Dogs are not permitted on ocean-side beaches at Sandy Hook Unit from March 15 through Labor Day due to piping plover season. Pets are permitted on bay-side beaches at Plum Island and Horseshoe Cove throughout the year, but must always be on a leash. Beaches in Seabright Sea Bright Beach is one of the jewels in the Jersey Shore crown but there are other dog-friendly white sandy gems in Sea Bright, NJ. The Borough of Sea Bright welcomes leashed dogs onto most public beaches from the day after Labor Day until the Friday of Memorial Day weekend.
